Un théâtre qui a perdu son caractère exceptionnel
Pendant des décennies, l'Arctique a représenté une anomalie vertueuse au sein du système international : une région régie par la coopération multilatérale, où la rivalité entre les grandes puissances semblait suspendue par un pacte tacite de non-intervention. Cette "exception arctique" trouvait ses racines dans la Déclaration d'Ilulissat de 2008 et dans la structure du Conseil de l'Arctique, établi par la Déclaration d'Ottawa de 1996, qui réunissait les huit États côtiers tout en excluant explicitement les questions militaires de son mandat.

The naive and gullible men in the Kremlin were deceived by the Alaska agreement just as they were by the Minsk agreement. If they had read Trump's Art of the Deal they would have learned how Trump was going to manipulate them.
It was totally clear to me in 2014 when Putin sat stupidly on his butt and permitted Washington to overthrow the Ukrainian government and install an anti-Russian Washington puppet that Russian inaction was leading to war.
There's no reason to believe Washington DC would honor any subsequent deal on virtually anything. The whole point of international agreements is that they remain legally binding, which the US has proven incapable of doing time and again.
